On November 11, 2004, the Director of the Foreign Intelligence Service, Mr. Gheorghe Fulga, Ph.D., received, at the headquarters of the institution, Messrs Paul Shapiro, the Director of the Center for Advanced Holocaust Studies, and Radu Ioanid, Ph. D., the Director of the Worldwide Archival Programs within the Center for Advanced Holocaust Studies of the US Holocaust Memorial Museum.

On this opportunity, satisfaction and appreciation were expressed for the way in which the institutions of the Romanian state, the Foreign Intelligence Service included, understood to approach the issue of the Holocaust.

It was also underscored the special importance of the signature, in May 2004, of the Cooperation Agreement between the US Holocaust Memorial Museum and the Foreign Intelligence Service, with a view to rendering clear some aspects pertaining to this issue. The discussions also focused on the implementation stage of the provisions of the Cooperation Agreement. In the context, the representatives of the Holocaust Memorial Museum pointed out the usefulness of the cooperation for the activity of the International Commission for the Holocaust Study in Romania, set up, on October 22, 2003, at the initiative of President Ion Iliescu and chaired by Nobel Peace Prize Laureate Elie Wiesel.

The two parties expressed once again their willingness to pinpoint new possibilities of rendering the cooperation more effective in the field of the Holocaust study, with an exclusive view to finding out the historical truth, and agreed to act in good faith in order to implement the provisions of the Cooperation Agreement.
