 Visit by Gheorghe Fulga, Ph.D., Director of the Foreign Intelligence Service,

to the Security Directorate of the European Commission in Brussels 

(May 26 – 28, 2003)

 

The Press Office of the Foreign Intelligence Service is authorized to communicate the following:

Upon the invitation by the Security Directorate of the European Commission (SDEC), Mr. Gheorghe Fulga, Ph.D., Director of the Foreign Intelligence Service, paid a visit to Brussels, on May 26 – 28, 2003, where he had meetings with representatives of the leadership of the European Union security structures.

The talks held on this occasion, which marked the beginning of the relations between the two institutions, focused on the bilateral cooperation and the need for measures to be agreed upon, aimed at its augmentation, with a view to increasing the efficiency of the actions meant to counter the current asymmetric threats.

The Director of the Foreign Intelligence Service (SIE) has articulated the development of the reform process in the SIE, focusing on the progress made by adjusting the Foreign Intelligence Service to the standards of and reaching structural compatibility with the counterpart institutions in the Euro-Atlantic realm.

There were also approached matters pertaining to the place and role by the intelligence services within the system of national security in Romania, the parliamentary and executive oversight of their activities, the relations with the institutions and the civic society.

During the talks, an assessment was made on international terrorism, on the possible threats posed to Romania and the EU, and it was underscored the need for actions to be harmonized in order to counter this scourge.

The community interlocutors have presented the operational mechanisms of the SDEC within the EU structures, and the heads of the two institutions have agreed on measures to continue and intensify the cooperation.
