The 14th anniversary of the setting up of the Foreign Intelligence Service was marked, on February 13, 2004, by the presence, at the SIE headquarters, of the President of Romania, Mr. Ion Iliescu, who met with the heads of divisions and the members of the Managing Board.
On this occasion, the SIE Director, Ph.D. Gheorghe Fulga, outlined the major goals of the Service for 2004, the stage of the institutional reform process, as well as the preoccupations to better the capacity of storing, processing and conveying the information and intelligence. He also mentioned that the SIE is ready to fulfil, at a high level, the missions that will be assigned to it as a fully-fledged member of the Euro-Atlantic intelligence community.
The President of Romania, Mr. Ion Iliescu, appreciated the results scored by the Foreign Intelligence Service, particularly in the field of supporting Romania’s efforts to join NATO and identifying the foreign risk-posing factors to our national security, with highlighting that the SIE currently is a fundamental institution of the rule of law.
While referring to the main dangers accompanying the globalization process, Mr. Ion Iliescu underscored the recrudescence of terrorism and cross-border organized crime. He mentioned that, by its way of action and its dynamic adjustment to these developments, the SIE is bound to be able to bring an important contribution to safeguarding not only our national security but also of the other NATO member states and of the Alliance on the whole.
Moreover, the head of state emphasized the importance of the efforts pursued by the SIE to continuously better its organizational management, in order to become fully compatible with similar services in the advanced democracies, so that it should allow the strict compliance with the Euro-Atlantic and European standards on the protection of classified information.
In the opinion of Romania’s President, the demilitarization represents a new stage of the institutional reform, meant to change mentalities, facilitate the implementation of a modern organizational culture and strengthen its status of fundamental institution in a democratic state.
The head of state pointed out that the Foreign Intelligence Service needs to continue its efforts to optimize the public relations management, by promoting transparency, with a view to improving SIE’s capacity of communication with the civil society and the media.
By concluding that the Foreign Intelligence Service is ready to act with professionalism in order to highly fulfill the missions incumbent on it in the wake of Romania’s NATO accession, Mr. Ion Iliescu availed himself of this anniversary moment to convey his congratulations to all the personnel of the institution.
